How to fix Cloudflare error 1026 (HTTP 451) on your own website
Updated 2026-10-16
Short answer: HTTP 451 means "unavailable for legal reasons". When it comes with a Cloudflare error page (error 1026), the block is at Cloudflare, not on your server: Cloudflare has restricted the site, usually after an abuse or legal report, or a policy review of the account. Changing your server won't fix it.
How to check it yourself
- Fetch the page with
curl -I https://yourdomain.comand confirm the 451 status and the Cloudflare headers. - Look for a notice in the Cloudflare dashboard on that domain, and in email from Cloudflare (check spam and the account's contact address).
- Check Cloudflare's Trust and Safety notifications for the account.
- Reply through the channel in the notice. If you can't find one, contact Cloudflare support with the domain and the time it started.
What HTTP 451 means
451 is the standard status code for "unavailable for legal reasons", defined in RFC 7725. It tells the visitor that access is being refused because of a legal demand, not because the server is down or the page is missing. On a Cloudflare error page, the number 1026 identifies that Cloudflare, not your host, is the one refusing.
Common reasons Cloudflare restricts a site
- An abuse report about the site's content, such as phishing, malware or copyright, that Cloudflare's Trust and Safety team acted on.
- A legal order or a request from a rights holder covering the site in some or all countries.
- A policy review of the account the domain is on.
A site that was hacked and used for phishing can be restricted even though its owner did nothing wrong, so check for unknown files or pages before replying.
What to do while it's blocked
- Tell clients or customers the site is temporarily unavailable, and give them another way to reach you.
- Don't move the domain to another provider in a hurry: if the cause is a hacked page, the same content will be reported again.
- Keep the notice and your reply. If the block is resolved, ask Cloudflare to confirm the restriction has been lifted, then check the site from outside again.
What Preventionlabs shows
Every report tells a block at Cloudflare apart from an error on your server. For example, from a real report: "Cloudflare returned its error page (error 1026) instead of your site. The 451 (blocked for legal reasons) came from Cloudflare itself, not from your server, so the block is at Cloudflare: look for a notice in the Cloudflare dashboard and in email from Cloudflare." Uptime history shows exactly when it started, and the rest of the report shows which checks couldn't run while the page was blocked.
